The Naturalization Act of 1798 increased the residency requirement to become a citizen from five years to fourteen years, making it more difficult for immigrants to become citizens, which made it more difficult for them to vote. Worldwide tension contributed to Federalists’ fear of immigrants. Also, the immigrants were tending to vote for the opposing political party, the Democratic-Republicans, so the Federalists wanted to restrict their voting to keep power.
